Notice: State of Alabama's Program Year 2026 Plan for the Recovery Housing Program On behalf of the State of Alabama, the Alabama Department of Economic and Community Affairs (ADECA) is preparing the State of Alabama’s Program Year 2026 Plan for the State’s inaugural Recovery Housing Program (RHP) that is federally-funded by the U.S. Department of Housing and Urban Development (HUD) and that was originally authorized under Section 8071 of the SUPPORT for Patients and Communities Act, entitled Pilot Program to Help Individuals in Recovery From a Substance Use Disorder Become Stably Housed, otherwise referred to as the Recovery Housing Program (RHP). The State’s/ADECA’s inaugural RHP Plan summarizes qualifying and substantive activities that support the creation of, rehabilitation of, and assistance to individuals in transitional housing for recovery from a substance use disorder Specifically, this RHP Plan describes how eligible units of local government and nonprofit entities within Alabama may access ADECA’s federal grant funding through this RHP Program to address these needs in their local areas or on a statewide basis. The State of Alabama, by and through ADECA, will conduct a combination in-person and virtual public hearing to discuss the State’s/ADECA’s proposed inaugural PY2026 RHP Plan on the date, time, location, and direction shown below: Date: Friday, July 10, 2026 Time: 9:00 AM to 10:30 AM Central Time For In-Person Attendance Place: Alabama Center for Commerce, 7th Floor Auditorium, 401 Adams Avenue, Montgomery, Alabama 36104 For Virtual Attendance, Join from this TEAMS Link that will take you to the Hearing: https://teams.microsoft.com/meet/239235114215000?p=THfuUzeDzEbEuQ3neQ The purpose of this public hearing will be to provide general program information and to receive input from interested parties. The State/ADECA plans to discuss (1) the anticipated amount of federal grant funds available from HUD for the PY2026 RHP Program, (2) the activities that may be funded with RHP Program funds, and (3) other administrative details. Draft copies of the PY2026 Plan for the State’s inaugural Recovery Housing Program (RHP) may be viewed online on the ADECA website at the links https://adeca.alabama.gov/ and https://adeca.alabama.gov/strategic-plans-and-action-plans/, or at the ADECA office located at 401 Adams Avenue in Room 524, Montgomery, Alabama 36104, beginning Friday, July 10, 2026. All persons attending the Public Hearing, either in-person or virtually, are requested to pre-register with ADECA by 12:00 noon on Monday, July 6, 2026 by calling Ms. Chloe Moyers at (334) 242-0492 or emailing her at Chloe.moyers@adeca.alabama.gov. Free parking will be available in the Alabama Center for Commerce Parking Deck located at 400 Adams Avenue (across the street from the Alabama Center for Commerce); attendees must use the South Decatur Street entrance to the Parking Deck; and please call Ms. Moyers for the Parking Deck’s access code to be used on the date of this Public Hearing.
